Proposed New Design

Project Statement:

We believe political power holding by politicians in many terms is not used wisely and efficiently. Therefore the Australian Constitution should be restructured to distribute more power back to people who makes a living of the country. Moreover, rather than politicians, real national issues should be dealt by real wise people with specified professions who seriously contribute toward the nation.

We believe Canberra should have its unique identity. Parliament House as core reason why Canberra had been chosen and developed to be capital city it should be also more attractive and iconic. If consider Sydney’s character as a wealthy merchant, Melbourne as a creative artist, Brisbane as a sunny teenager and Perth as a conscientious engineer, what role should we identify Canberra? We allocate it to be a wise conductor and Parliament House is like his brain and hands, distributing wise strategies and correct tempos to all over the country very much like orchestrating a beautiful rhythm.

We believe Canberra as capital city should play as role model that educates people in both micro and macro ways. Environmental strategies are allocated to the Parliament House with willingness to keep and enhance Canberra’s garden city concept designed by Griffin. In various ways, stuffs and visitors would interact with Parliament House in sustainable ways, and hence these interactions will be distributed to all over the country through media or experience telling through visitors.

We believe parliamentary services can be gathered, modified, and then distributed according to the new Australian Constitution structure. The core of this distributed system is House of Strategy, where strategists from specific department announce and debate solutions of national issues. Outcome solution will go to House of validation, which replaced House of Representatives. Once a solution is validated by combinations of field professions, politicians and representatives of communities it will go to House of Senate for executive permissions. The solution will be send back to department for planning and scheduling. And at last stage, orders will be sending to local governments for execution.

Most existing infrastructures will be kept to serve their adjusted functions. Due to the expansion of parliament house, the shifting function of larger and smaller circle routes for better control towards the flow of traffic to and from parliament house. Limiting unsustainable transportation access and promoting a greener network of infrastructure within and around the parliament house. To maximise the efficiency of traffic flow, existing empty pass way around parliament were utilized to connect into the internal facilities.  

To highlight the most significant infrastructure of our design, the sky bridge that serves as a medium that links House of Strategies and departments through a distributed form. The sky bridge stimulates a flexible social network between people from different fields, who pays great contribution towards the country’s new political system. Moreover, it is an essential infrastructure that boosts working and communication efficiency within the Parliament House.

We injected power and grandness to the new Parliament House through architectural strategy ‘scale’.

We provided the design with character and functionality through using ‘form’.

We have also used ‘harmony’ elements to emerge new design with existing buildings.

In summary, the new Parliament House is a symbolic architecture that represents the country and its new constitutional system, which serves the nation and its people with sincerity. It grants Canberra with wise and leading identity that would let citizens to feel proud of. Moreover, it is also playing a model role which educates people with positive living attitudes through sustainable and green design elements.

We proposed the new transportation base on original route. we changed the outer circle route as the main two way traffic route to connect various direction around circle and inner circle is boundary of Parliament House, not means to disconnect with outside. it is designed  about people driving the private vehicles park in designed parking spot, then plug in power energy transmission  machines to supply powers to Parliament House. Only green vehicles(parliament house will provided) can access(e.g. Buggy).


This design benefit  are:

-Re-organised urban layout
-More efficient traffic flow

Canberra Political Issues and Proposed Political Structure

1.  STRATEGISTS - A gathering of the nations brightest mind whom had great contribution, experience and archivement in one or more field as profession. Their duty is to interact with communities, seeking issues of the country hence provide professional solution and response to resolve problems and direct the nation into a better future. They are voted from Validators by national archivements and contribution system. Comparing to current system, such system listen more to communities, consider more for country rather than a particular party or individual and interractly distributes decision power back to people.

2.  VALIDATOR - A system to validate any proposed strategy through research and investigation from nationwide professionals to determine whether if the particular strategy is feasible under given cirsumtance. The system replaces House of Representatives that distributes power of adjustment to any registered validator of a specified field, hence a strategy is fairly adjusted by loads of professional researches, feedbacks and considerations.

3.  SENATORS - Consisted of professional representatives of certain field from each states to evaluate if the investigated solution is beneficial throughout the nation.

4.  MINISTRY - Executive governments will perform necessary steps and instructions given from the strategy to initiate.

5.  LOCAL GOVERNMENTS - Receive instructions from ministry and execute them accordingly

6.  RESIDENTS - Have the right and power to form communities to express their needs and problems directly to Strategists for investigating.

7.  JUDICIAL SYSTEM - A series of judgement frameworks, laws and guidelines to ensure each stage of this distribution processs is loyal to country and fullfilled with existing law.

Note: Strategists, Validators and Senators are primary duties rather than their jobs. These profesions do spend their ‘out of house’ time researching, working and seking answers for their particular field.
